Study On The Performance Evaluation Index Of The Basic Medical Institution In Chongqing

ObjectivesMedical service in the basic institution is one of the key work of thehealth system in China, the major carrier of “Health for all” and the veryconcrete reflection of the social welfare undertaking. The study was aimed touse kinds of theoretic analysis and practical research to build up theperformance evaluation indicators system of the basic medical institutionbased on the objectives and functions. Then provide some measures for thegovernment to implement the performance evaluation, and also help thehealth administrators and researchers correctly evaluate the performance andquality of the basic medical institution so as to improving its performance.MethodsIn this study, lots of methods were used to explore the performanceevaluation of the basic medical institution. Main methods such as:1.Literature researching;2. Questionnaire investigating;3. Cause and effectanalysis;4. Experts interview;5. Expectations questionnaire;6. Delphimethods;7. Group discussions. Results1. The performance evaluation indicators system of the basic medicalinstitution has constructed which based on the objectives and functions. Inorder to facilitate the actual practice, the evaluation result equals to servicequantitative value times quality percentage which calculated separately.2. Quantitative indicators include two departments: basic medicalservices and basic public health services.1ordinary out-patient was chosenas the basic unit smallest unit to measure the quantity of medical serviceprovided by the basic medical institution. Therefore, all the service itemswere transformed to the standard quantity of1ordinary out-patient based onlabor intensity, technical content and risk degree. However, considering theparticularity of medical service, the basic medical institution woulddetermine the value with the methods and ideas which provided by the study.3. Quality indicators include four departments: basic medical services,basic public health services, integrated management and degree ofsatisfaction. The weight, value and assessment standard of indicators weredetermined preliminarily by Delphi methods, literature researching andgroup discussions, but they may vary with every year’s focus and the actualneeds of the people’s health.Conclusions1. The basic medical institution is the major carrier of “Health for all”and contributes to meeting people’s health needs of basic medical services and basic public health services.2. The building of the performance evaluation indicators system of thebasic medical institution based on social function and responsibility andfocused on four departments: basic medical services, basic public healthservices, integrated management and degree of satisfaction.3. The performance evaluation indicators system of the basic medicalinstitution is feasible, and the related data can be collected conveniently. Inthe same time, the calculation can be easily done. So depend on theevaluation table, the horizontal and vertical evaluation can be pursued.
