Through the topic researching, to further standardize the management behavior of neonatal disease screening, improve the center management efficiency, reduce the work burden on all screening related staffs,decrease the errors,and promote the services to the jurisdiction of the regional population in one hand,on the other hand,hope to make some beneficial exploration for the implementation of the neonatal disease screening in Xinjiang. Method:Use literature review, expert consultation method and historical research Combination. First, Analysis the advantages and disadvantages of screening center operation model before December31,2011. Using a questionnaire to collect the suggestions and improvement of the old platform from the doctors and management who involved in the screening jobs.Secondly, use the system analysis, analysis the system requirements of platform,use application process methodology, which:treat the whole neonatal disease screening process as a big system, which decomposes it to several necessary,simple and independent processes.It will be convenient to know the work and quality control tasks, and easy to operate. It can monitor the implementation of each process which to make the foundation for the realization of the full process information technology. Draw the optimized business process diagrams and use internet-based information management system.After the completion of the renovation and management platform to run for one year, using the comparative method.Divide the center newborn disease for two stages from2009to2012(the first stage before December31,2011, the second stage after January1,2012),analyzing the management mode and the screening effect.The statistical analysis data were disposed by SPSS17.0package processing Results: there are big differences in two-stages screening management pattern, the second phase has obvious improvement which compare to phase one.The second phase of the management platform based on Internet, and screening coverage range gradually expanded with the improvement of management ability, which realized informatization of the screening process.The second stage (after January1,2012):the newborn disease screening unit number, screening specimen number, Specimen qualified rate, the specimens delivery time, screening rate and the number of children with two kinds of disease diagnosis and morbidity were significantly higher than the first stage.the screening rate and congenital hypothyroidism (CH) incidence have significant difference.The second phase (2012):after January1, the number of recall, recall rate significantly higher than the first stage, have extremely significant difference. Neonatal screening blood collection time in the second stage has also tend to be standard, blood report time significantly shortened. But the blood and reach the lab time is extended from the first stage, significant difference.Conclusion; Succeed to set up a Xinjiang’s four states newborn screening management platform,it can satisfy the business need of neonatal disease screening of the center and the center managed209hospitals,meanwhile,realizing the management function of maternal and child health hospital and Superior departments. With the newborn disease screening center as the main body of the special network management model, realize the data real-time sharing and centralized management, improve the screening data’s accuracy and timeliness, which to provide strong guarantee for eugenics and improve regional birth population quality.
