Data of mental health center of Chinese Center for Disease Controland Prevention in early2009showed that the number of psychiatricpatients in our country was above100,000,000. Mental health problemcannot be ignored in our country anymore, and accidents caused bypsychiatric patients were paid special attentions in the whole society. It hasbeen an urgent public health problems need to be addressed by improvingpsychiatric health service and the treatments of psychiatric patients.In developed countries, such as Australia, America, Britain and France,mental health services have been developed for a long time and someeffects have been made. However, the treatment needs for those psychiatricpatients cannot be fulfilled completely. In order to strength the treatmentsand managements of psychiatric patients, China launched a centrallysubsidized treatment and management project for those severe psychiatricpatients in2004. The project was aimed at sustainably managing severepsychiatric patients via the treatments of medical and health institutions forthem. All the works were aimed at treating severe psychiatric patientsformally, systematically and effectively. At the time the project launched,positive effects were emerged for controlling hazardous acts of patientswith mental disorders and many problems were digged out.Present study integrated associated theories of public health,organizational behavior and psychiatry and mental health to investigate the treatment and management conditions of severe psychiatric patients intownship health centers. Based on the analyses of associated theoreticresearches and practices of mental health services at home and aboard, wetake the treatments and managements of township health center inYongchuan District as an example, utilized approaches such as expertinterview and site inspection, and discussed how to strength the treatmentsand managements of severe psychiatric patients in rural area of our countryvia the exploration of problems encountered in the process of treating andmanaging severe psychiatric patients in township health center ofYongchuan District.
