Study On The Poliey Of Continuable Development Of Township Hospital Free Medical Health Care System In Qilin District Of Qujing

ObjectiveTo survey the progress of new type rural cooperative medical care in Qujing Qilin District, and practicability of township hospital system of free medical care. Evaluate the problems and experience of township hospital free medical health care system, in order to provide reasonable suggestions to the health administrative departments for improving new type rural cooperative medical care system and establishing a sustainable, healthy and steady cooperative medical care system.MethodsCross-sectional study was used. Materials of New type rural cooperative medical information and questionnaires were collected in the year2012and2013in Qilin District. The two towns of Dongshan Town and West Street were selected with stratified sampling. The total number of656patients in randomly selected hospitals of the two towns was involved in the study to investigate their comments and suggestions of the new rural cooperative medical system and compensation methods. Managers of co-management office were interviewed. All data were analyzed with SPSS statistical software.1. Township hospital operation system in Qilin District t of Qujing City The participating patients hospitalized in the designated medical institutions for medical expenses the pay line is200yuan, reimbursement ratio100%reimbursement, carry out on-site compensation in2013. There were31741people the township hospital, accounting for52.25%of the total number of Hospital. There was27799000yuan hospital compensation, accounting for23.55%of the total cost of hospitalization compensation. Township hospital cost32072100yuan, with the same period in2012, compared to20316300yuan, up1175.58yuan, an increase of57.86%. the average hospitalization expenses1010.40yuan, with the same period in2012, compared to798.90yuan, up211.5yuan, grow26.47%. 2. Awareness and evaluation of current hospitals and townshipfree medical care system among inpatients There are statistical differences between patients and evaluation program in three hospitals among inpatients. The percent of65.4%patients were satisfied with the current general hospitals. Patients those who are aware of free medical care have statistical differences. The highest awareness rate is in West city community health service centre, followed by inpatient Dongshan Town Health Center, outside the region of hospitalized patients with the lowest level of awareness.3. The attitudes of free medical care and hospital condition There is statistical difference in township free medical care system among hospitalized patients among Qilin District. The percent of66.6%patients support to conduct township free medical care system. The evaluation of service, medical equipment, technology, quality of service and ce process have statistics difference.4. The evaluation towards township free medical system among co-management staff The attitude towards free medical care system is different between co-management staff and the patients. Co-management staff think the largest difficulties of implementing free medical care system is the shortage of fund and healthy professions in current medical system. However, the visiting rate outside the district has some effect in2013compared with the patients flow direction in2012.ConclusionFree medical care system of new township in Qilin District implemented one year, hospitalization, compensation funds are growth than in2012. Hospitalized patients direction compared with2012, Provincial, municipal, township hospital number were increased by286,2425,6311people,491people of district level reduce.Through implementing free medical care system controlling the patient consultation rate has some effect. But it also bring clinic admitted, minor illness raised, average hospitalization expenses rised problem. With a per capita financing standards improve year by year and ensuring the safety of fund, improveing grassroots medical institutions of the reimbursement can alleviate the "problem of difficulty medical treatment", more the benefit of participating masses, sustained, healthy development of new rural cooperative medical care system.
