Research On The Current Situation And Effectiveness Of Governance Model About Water And Soil Loss In Purple Soil Region Of Ninghua County

Ninghua County is located in the start point of Minjiang River(in Fujian Province), Ganjiang River(in Jiangxi Province) and Tingjiang River(across Fujian and Guangdong Province). Due to natural and historical reasons, Ninghua County has long been the severely afflicted area by water and soil loss in Fujian province, featuring large and concentrated area of purple soil loss, severe loss intensity, and much difficulty in management. Frequent drought and flood disasters and deteriorative ecological environment are therefore aroused, objectively affecting the economy growth there. Ninghua started to deal with this problem from 1984. In 2005, a conference was held to activate handling water and soil loss. In 2012, based on the comprehensive arrangement by Fujian Provincial Party Committee and the requirement to address the problem,22 counties (cities) suffering water and soil loss, including Ninghua County, are focusing on the solutions to this disaster.This is a research on causes and harm of the purple soil erosion district in the current Ninghua county. Through the empirical analysis analyzes on the current Ninghua, discussion about causes and harm, the main problems behind the erosion of purple soil was found. There are qualitative and quantitative analysis done in this research to compare and analyze the ecological, social and economic benefits brought by the soil erosion control measures which includes engineering measures, biological measures, and fencing measures in the purple soil region in Ninghua county. Results were combined with the actual local situation of Ninghua county to conclude a suitable management model. This model has specifically point out the grass species should be selected, the way of soil and water conservation should be done in slope environment, the solution for soil improvement is urgent. and the forest reservation is necessary. The revelation of current purple soil situation and the soil erosion development in Ninghua county correspond the suggestion of local soil management. The suggestion was concluded from five aspects:the implementation of "five combinations" for the innovation of new management concept, the implementation of "five changes" for the innovation of governance subject, the implementation of "five systems" for the innovation of banned governance, the implementation of "five models" for the innovation of management technology, the implementation of "five enhanced" for the innovation of management mechanism.
