The agricultural water resource is facing with an increasingly grim situation, how to ensure the sustainable utilization of agricultural water resource has drawn wide attention.Agricultural water resource is a kind of important natural resources which has a certain economic value has strategic value.Agricultural water resource is relatively scarcity in our country,at the same time, the utilization efficiency of agricultural water resource is relatively low, and a lot of serious water resource waste still exists,water resource scarcity has been one of the key factors retarding the economic growth. This paper carried out analysis of Agricultural water utilization efficiency and obstacle factors in major grain producting areas,and import the DEA cross-evaluation model into the agricultural water utilization efficiency,it can provide a scientific basis and guidance for China’s major grain producing areas of agricultural water utilization andmanagement, and provide reference for the evaluation of regional agricultural water utilization efficiency.This paper conducts comprehensive evaluation research to the agricultural water utilization efficiency of 13 provinces in major grain producing areas of our country from 2001 to 2011 by using DEA cross-evaluation model, in order to overcome that the traditional DEA can’t distinguish between the advantages and disadvantages between the effective unit, we can find the gap and problem in time through the use of comparative analysis of agricultural water between different provinces. At the same time, the article makes virtual decision units to further clarify thepotential of agricultural water utilization efficiency, finds out the obstacle factors for agricultural water utilization efficiency.(1) The major grain producing areas of agricultural water utilization efficiency is low from 2001 to 2011,the average of the cross-evaluation of agricultural water utilization efficiency is only 0.259 from 2001 to 2011,the agricultural water utilization efficiency has great potential and room for improvement;(2) The agricultural water utilization efficiency is significant different between different provinces,The average of agricultural water utilization efficiency in Jilin Province is 0.389,and the average level of agricultural water utilization efficiency in Jiangsu Province is only 0.179;(3) The agricultural water utilization efficiency of Jilin Province,the Inner Mongolia Autonomous Region,Hubei Province, Hunan Province,Shandong Province, Liaoning province and Heilongjiang province belongs to the "low input low output" type,at the same time,Sichuan Province,Henan Province,Anhui Province,Jiangxi Province,Hebei province and Jiangsu province belongs to the "high input and high output" type;(4) The number of workers in agriculture,the amount of chemical fertilizer,the total power of agricultural machinery and farmland irrigation water are the obstacle factors of improving the agricultural water utilization efficiency in our country.
