Design And Implementation Of Basic Farmland Management System In Ningyang County

Land is the basis for human’s existence and development. However, rapid development of social economy causes sharp increase of demand for construction land, which leads to great decrease of farmland and increasing conflicts between population and land. The scientific and appropriate allocations of land resources, quality and quantity of food crop production, as well as the harmony development of society have become the earnest concern of people. Therefore, we should integrate farmland data resources, and establish basic farmland management system, in order to enhance the protection of prime farmland and increase land management efficiency. On this basis, further investigation is made on the aim, significance and main content of establishing a whole system of basic farmland management system. Major technology features, technical route and research method needed in building the system have been analyzed and concluded. Demand analysis of the system is made based on prime farmland management conditions in Ningyang County. Under practical principle, the prime farmland management system of Ningyang County is designed, including 7 functional modules such as system management, assistant decision-making, inquiry statistics, data updating, data conversion, thematic map creation and map service. According to real needs, users can apply different functions to deal with data and get results. Lastly, based on thorough concern of users’ demand, the three-layer system features low cost, easy operation, safety and steadiness, as well as the most advanced technologies like GIS,.NET and database. The prime farmland management of Ningyang County is mainly used to enhance the protection of prime farmland, realize dynamic supervision of prime farmland, and increase the management efficiency of land resources.
