The Permanent Prime Farmland Information Publishing System Based On ArcGIS Server

Today, in China, with increasingly deteriorating food security, cultivated land protection has become more and more important. The top priority of the cultivated land protection is permanent prime farmland. Hunan Province carried out the work of construction of permanent prime farmland database in the year of2012. HongJiang country, a demonstration area in Hunan Province, has26866heaters of land delimited as permanent prime farmland. However more attention should be paid on the construction of permanent prime farmland. Poor conditions and lack of necessary and timely supervision and management over those land have led to the significant decrease in the efficiency of protection.With the core of WebGIS the permanent prime farmland publishing system is important channel of data management and quality protection, which provided efficient technical support for clearing the permanent basic farmland quality and the data integrated management.The theories and methods on the cultivated land quality of home and abroad were analyzed comprehensively. The evaluation system of permanent prime farmland quality was built by using of the AHP, fuzzy comprehensive evaluation method, and a combination of GIS. Based on the analysis of domestic and international developing situation and the trend of WebGIS technology, the Flex and ArcGIS Server were used to build a WebGIS system platform which has beautiful interface and strong interaction. The overall design and the function of information publishing system of permanent prime farmland in Hongjiang country were completed, main results of the study are as follows:(1) Farmland quality comprehensive evaluation system was built by selecting relevant indicators form the productivity conditions, site conditions, spatial pattern and ecological security of prime farmland, and getting the quality of permanent prime farmland of HongJiang country based the publishing system developed. The area of the permanent prime farmland are11668.07heaters,8190.61heaters,6839.42heaters,168.56heaters,0heaters according to superior, good, secondary, second-rate and poor, and accounted for43.43%,30.49%,25.46%,0.62%and0%respectively.(2) The geodatabase and evaluation model base of permanent prime farmland quality were established based on the Flex and ArcGIS Server. Functions were realized, which contain the quality evaluation of the permanent prime farmland, data sharing, data display, statistics and inquiry, thematic map output.(3)The map service cache and object pooling policy were implemented, which accelerated the response speed of map services, and optimized the overall performance of the system, improved the scalability and portability of the system. Permanent prime farmland information publishing system improves the utilization rate of farmland data, and realized the public users to permanent prime farmland of the situation of the right to know and promote the related work of permanent prime farmland actively developing.
