Study On The Construction Of Forest Fire Protection System In County (City) District

Prevention and fighting of forest fire are inter-related and interactive in the process of preventionforest fire.The correctcomprehension of relationship between the two is the key to preventing the occurrence and spread of forest fireeffectively, and reducing the economic losses caused by forest fire. The paper examines and analyzes the status quo of forest resources in Fuqing City, Fujian Province, and the causes and characteristics of forest fire, putting forward a scheme of comprehensive forest fire prevention that is applicable in Fuqing City,which providing technical basis for the work of fire prevention in Fuqing City.There were 187 forest fire fire in Fuqing City during the last decades,from 2004 to 2014. Among them,184 were man-made fire accounting for 98.5% of total, three of which were natural fire, accounting for 1.5%. From February to March, spring production and other ignition sources caused 25.7%. In April, the forest fire caused by Qingming tomb-sweeping accounted for the largest proportion, reaching 52.4%. Other fire occured from October to January of the next yearaccounting for 21.9%, People burning straws, and refining hill triggered forest fire.Currently, there still exist some problems in the forest fire prevention system of Fuqing City, including the lack of watchtowers and presence of dead eyesight of it, the limited number of existing mechanical equipment, the disability of fighting large fires,aged communicationequipment that needs to be updated, and the need of facilities improvementof specialized fire team.The paper analyzes the countermeasures to confront current situation, which encompass forest fire forecasting and early warning systems, patrol lookout systems, communication and liaison systems, forest fire barrier systems, plan burning systems, and promotion should be established in Fuqing City. Meantime, the organization and command systems for forest fire fighting, and forest fire emergency response programs should be improved. It is also necessary to further improve the early warning, monitoring, fighting and emergency response capabilities. At the same time, taking full account of the existing equipment and the efficient use of resources, we should focus on sharing, integrating and using other related resources. Through the effective implementation of forest fire prevention system, the capabilities of forest fire forecasting and control, organization and command, rapid response and fighting can be enhanced, making forest fire fighting in Fuqin City a more scientific, institutionalized and standardized process, realizing the prevention of fire,protection of forest resources, and promotion of ecological construction.
