Present Situation And Countermeasure Research Of Henan Temporary Highway Animal Epidemic Prevention Supervision Checkpoint

Temporary highway animal epidemic prevention supervision checkpoint is a major place located in highway roads, ports, airports, railway stations, through supervision and inspection animals and animal products vehicles passing by,in order to control and extermination of the animal epidemic disease. It was built by the people’s governments of provinces, autonomous regions and municipalities directly, and must ask for approval of the higher authorities. Highway animal epidemic prevention supervision checkpoint was recognized as one of the most effective means of control animal epidemics, has been widely recognized and accepted by FAO,OIE and the other world organization for animal health. In particular, in recent years, with animal food safety problems, grim situation of animal epidemic prevention, zoonosis outbreaking in China, Highway animal epidemic prevention supervision checkpoint has played an irreplaceable role in the control of animal epidemics and the veterinary public health security in China.Highway check for animal epidemic prevention mechanism started relatively late In China, it have a larger gap compared with the United States, European Union,Australia and other countries. In our domestic, with the difference economic level and different animal husbandry development of each province. The author has carried on the on-the-spot investigation of 20 highway animal epidemic prevention supervision checkpoint located in Henan provinceand had an interview with the officials of Animal Husbandry Bureau and The animal health supervision to get the firsthand material. Discovered some problems and made an analysis in the research, and had an analyses of the current checkpoint problems and the causes of these problems on the basis of investigation, then put forward the corresponding countermeasures and construction management of checkpoints according to animal quarantine mentioned in the People’s Republic of China, the measures for the administration of the animal quarantine, the measures for the management of highway animal epidemic prevention supervision checkpoint, the highway animal epidemic prevention supervision checkpoint construction standards, examination score rules for Henan highway animal epidemic prevention supervision checkpoint and Henan province highway "green channel" standardized management approach as well as foreign advanced management methods of checkpoints.
