There are a variety of forest resources, including wildlife, wild plants, soil microbes, forest soil and other natural environmental factors in forest. Forest also has social, economic, ecological, culture, carbon sinks and many other ecosystem services and which is an ecosystem that has the most complex structure, the most widely distributed and the most abundant type in terrestrial ecosystems. However, forests need for sustainable development and humans also need timber and a variety of forest products, Forest Stewardship Council (FSC) proposed the concept of high conservation value forests (HCVF) in its forest certification standard for balancing the practical needs of use and protection of forests in 1999.On the basis of "Pilot of high conservation value forests in Hunan" project, we propose to HCVF identification system in which high conservation value factor is recognition object and patches are the basic recognition unit. In recognition system, the high conservation value forests are divided into six parts of species diversity of high conservation value forests, landscape diversity of high conservation value forest, ecosystem diversity of high conservation value forests, natural services functions of high conservation value forests, life services functions of high conservation value forests, social and cultural services functions of high conservation value forests. Some high conservation value factors are selected to express its high conservation value in each part and there are 27 kinds of six high conservation value factors in 6 parts.Then, according to the largest geographical scope and time period of identification, to determine the threshold value of high conservation value factor, and finally constitute a HCVF identification system of Zhuzhou City.After identifying, the area of high conservation value forest of Zhuzhou City is 173327.2hm2 in 2013, accounting for 28.76% of the total area of forests of Zhuzhou City, in which the area of species diversity of HCVF is 27803.9 hm2, the area of landscape diversity of HCVF is 82742.4 hm2, the area of ecosystem diversity of HCVF is 7914.5 hm2, the area of natural service functions of HCVF is 90785.6 hm2, the area of service functions of HCVF is 36234.6 hm2,the area of social and cultural service functions of HCVF is 18336.7 hm2, the area of overlapping part of 6 kinds of high conservation value forest types is 92528.4hm2, then we know that there are rich in high conservation value factor, widely distributed, a large area, more than half of the forest with a variety of high conservation value in Zhuzhou City.After the identification of high conservation value forests of Zhuzhou City, we found that there exists a variety of high conservation value factors in the forest areas of 92528.4hm2, and in which biological activity is frequent, species variety, high ecological vulnerability, need more special protections. Thus, high conservation value forests of Zhuzhou City are divided into three levels using by equal scale of radar analysis and Equidistant grading method, we obtained:there has 2461.5 hm2 of level I HCVF, accounting for 1.42% of the total area of high conservation value forests of Zhuzhou City, and 46951.Ohm2 of level â…¡ HCVF, accounting for 27.09% of the total area of high conservation value forests of Zhuzhou City, and level III of high conservation value forests has the largest distribution areas, an area of 123914.7hm2, accounting for 71.49% of the total area of high conservation value forests of Zhuzhou City, then we know that the high conservation value factors of Zhuzhou City shows discrete distribution.Finally, depending on the type of high conservation value forests and the different levels of high conservation value forests, we give the appropriate operating and protection measures of high conservation value forests.
