| With rapid economic development in Zhejiang Province, the urbanization level hasreached63.2%in2012, which is about10.3%higher than the national average level. Duringthe process of the concentration of non-agricultural industries and rural population in urbanarea, there is an interaction between the sustainable development of urbanization and theecological environment where people are living. In the process of urbanization construction, ifthe destruction of the natural environment and the loss of water and soil resources caused bythe development construction are ignored, then the sustainable development of society andeconomy would not be achieved. Hence, the work of soil and water conservation is now veryurgent and important.This paper, based on overseas and domestic research status of soil and waterconservation in the process of urbanization, combining the theoretical research results of theecological construction of soil and water conservation to analyze the situation of soil andwater loss and construction projects during urbanization in Zhejiang Province. We hope theexperience, monitoring and preventive measures in different types of projects can help toimprove the ecological environment for people’s living and production, to facilitate harmonybetween social economy and natural environment and their healthy development, and toprovide technical support for future soil and water conservation work in the development ofurbanization of Zhejiang Province.Main conclusions include:1)The severe water and soil loss of production and construction projects in the process ofurbanization in Zhejiang province mainly occurs in the construction period. The soil erosionarea reaches10,100km2, and the total soil erosion per year amounts to63,000,000ton.2)The water and soil loss caused by the projection construction in the process of urbanization can easily affect the life and production of neighboring residents and the sustainable development of local economy.3)Based on principle of adjusting measures to differing conditions, a preventive measures system for the water and soil loss should be established prior to construction in order to contain the water and soil loss within the boundary of the construction site.During construction, th e measures designed for the water and soil loss should be strictly performed.4)Soil and water conservation measures include engineering measures, planting measures, provisional measures and other management measures. The engineering measures include the topsoil stripping, soil covering, land rehabilitation, restoring original land properties, removing remaining earth-rock, etc. Planting measures include turfing, sowing seeds, thick base material, greening by combination of trees, shrubs and grasses, forest planting, etc. Provisionalmeasures include temporary drainage and desilting, settling treatment for slag paste, enclosure,etc.5) Monitoring of water and soil conservation for production and construction projects inthe process of urbanization mainly employ the means of investigation and inspection tour, supplemented with fixed point monitoring, analogical survey, relevant data analysis, etc. The monitoring data and image recordings of water and soil conservation will accumulate management experience for future projects of same type. Furthermore, more attention should be paid onthe preventive and protective measures, laws and regulations related to soil and water conservation should be enforced, the prevention and control work of regional soil and water loss should be guided based on soil and water conservation plans, the soil and water loss prevention and control work regarding production and construction projects should be reinforced, and the administrative control measures should be strengthened. |
