Looking for the deep cause of soil and water loss, preparing for the coming on the strategy of soil and water loss, and protect the ecological environment, to protect the precious water resources, is a big problem about the rise and fall of the Chinese nation. As one of the core region of the Yangtze river basin of Sichuan province, the important function and meaning of ecological construction of soil and water conservation are self-evident. Work of soil and water conservation is a long-term and complex systems engineering, and how to make the application of the existing incentive constraint mechanism for ecological compensation at home and abroad to study soil erosion control measures, has important practical significance.This article first to the domestic and foreign involved to management related theories and research results of soil and water loss has carried on the detailed comb, coupled with domestic related exploration about soil and water conservation ecological compensation mechanism, further analysis of the connotation of ecological compensation of soil and water loss related concepts and theoretical system. From two aspects of natural factors and human factors in-depth analysis of the cause of soil and water loss in Sichuan province, and applied the "tragedy of the Commons" theory in public management theory, externality theory, and the theory of government failure, analyzes the deep reasons of problems, one is the land of public property rights make water and soil resources use the "tragedy of the Commons"; Second, farmers are the externality of investment is not reasonable way of production and living, the externality of water loss and soil erosion control area, improper lead to local government policy decisions; Third, it is government failure caused by the local government doesn’t really strict implementation of soil and water conservation policy. By studying the ecological compensation of soil erosion type is divided into three categories, namely the comprehensive control, supervision and management, prevention and protection, and combines the characteristic of each category is analyzed its applicable scope, compensation targets, compensation subjects and objects. Put forward the five principles of ecological compensation of soil and water loss: "whoever damage, compensation", "who benefits and who pays", adjust measures to local conditions partition compensation, gradual effective compensation, the principle of fair justice, government dominated the market to promote.
