Land is the carrier of human activity, the material basis for human survival and development, the labor resource of social production, the basic means of agricultural production and the source of all production and all existence. However, with the social and economic development, population increases as well as the demand for crops, thus the existing arable land has become increasingly difficult to meet the needs of the domestic population. Our country’s total land area is large, but arable land per capita is far below the world average. While there is a lot of non-cultivated land waiting to be developed, how to reasonably utilize the non-cultivated land for agricultural development to meet the needs of today’s society has become an important issue at this stage.This paper uses the Xinjiang Uygur Autonomous Region as study area and GIS technology as a tool to build evaluation model for agricultural use of non-arable land of the Xinjiang region. The paper aims to provide a theoretical basis for a rational, proper use of non-arable land of Xinjiang region.This paper is divided into three parts to evaluate the suitability of Xinjiang Agricultural Development of non-cultivated land. First, using ERDAS software to gain the access to the land use map of Xinjiang from TM image data, extracting the non-cultivated land, from which we can know the distribution of the study area is 997750.8 km2, and the total area of non-cultivated land; then, combining with typical natural characteristics of the study area, we select geology, rain, weather as three natural elements, slope, aspect, elevation, rainfall, landform types, rainfall, etc. as 11 evaluation factors. And Delphi method and AHP method are combined to determine the weight, and then to evaluate by index and method for natural suitability evaluation, build different natural conditions evaluation model for greenhouses, farmland, grassland agricultural use, in order to get the result in natural suitability level of non-cultivated agricultural development in the study area.After that, according to the socio-economic conditions of the area, select GDP, population, traffic conditions and other six limiting factor and different types of socio-economic suitable areas of non-cultivated agricultural development; and finally the last three results were analyzed to get a evaluation map of agricultural development of non-cultivated land suitability in Xinjiang area, from which we know the suitable non-arable land and the distribution area in Xinjiang where greenhouses, farmland, grassland are suitable for the agricultural development is 2159.39km2,3247.71km2,7485.14km2.In summary, we could obtain non-cultivated land area suitable for agriculture in Xinjiang at the present stage of development, which provides a theoretical basis and reference for the optimal allocation of land and rational development.
