| How can agriculture increase efficiency, how to stabilize rural areas and how can farmers increase their income are the focuses of the central and local governments of all levels. The structural adjustment of agriculture is the optimal allocation of agricultural resources. The development of high value-added cash crops is beneficial to the development of rural economy.Huili County is a typical mountain county. The development of characteristic agriculture is the main direction of the strategic adjustment of agricultural structure in Huili County. Olive is the famous, characteristic and excellent cash tree and the olive industry is a high-input and high-output intensive management forestry industry. Therefore the development of olive industry will promote local social and economic development and promote the farmers’ income, thus advancing the process of agricultural production in Huili County. At the same time, the development of olive industry can achieve the upgrading of forestry industry and promote the formation of "two" forestry system in Huili. Therefore, the study of olive industrial development has important significance on the socio-economic development and ecological construction in Huili County.The growth of olive is affected by temperature, moisture, light, elevation, topography, soil and other factors. Huili County is located in Jinsha River dry-hot valley which is very suitable for olive to grow. The natural ecological conditions are good. This paper analyzed the site conditions of olive in Huili County through the analysis of olive climatic suitability combined with the ecological suitable conditions of olive. In this paper, the altitude, slope, exposure, water sources and road accessibility were selected as the five main indicators of the distribution of suitable areas for olive cultivation. According to the controlling indicators of olive suitable growing analysis, an evaluation model of olive ecological suitable areas in Huili County has been established using the ArcGIS geographic information system platform. Combined with the types of land utilization in Huili County, the areas that are suitable for olive growing were analyzed. Their spatial distribution is characterized by:(1) Huili County has a wide area that is suitable for olive cultivation with a total of1,309,100mu, among which88,540mu is non-cultivated land. They are mainly distributed in the southwestern and eastern regions with a high degree of concentration.(2) Combined with the types of land utilization, the suitable areas for olive cultivation are mainly concentrated on woodlands, grasslands and orchards, with areas of349,000mu,440,000mu and60,000separately.(3) From the aspect of administrative division, areas suitable for olive cultivation are widely distributed in Nange Township, Tongan Town, Haichao Township, Hekou Township, Aimin Township, Fule Township, Shubao Township, Zhangguan Township, Guanhe Township, Xinfa Township, Lixi Town and Lvshui Township.(4) The suitable areas are affected by the terrain conditions, more distributed in the southern slope and less in the northern slope which is relatively flat.Huili County has a50-year history of olive cultivation. Its olive industry has experienced the introduction experiment phase, cultivation promotion phase, recession phase and recovery phase. From the perspective of industrial development advantage, Huili County is one of the best suitable areas for olive cultivation in China, with its adequate land resources for the development of olive industry. Besides, olive industry accords with the development of water-saving agriculture. However at the mean time, there are also some problems for olive industry to develop, such as lack of funding, weak policy support, low seed coverage, unreasonable production layout, low level industrial management, imperfect technical support system, lack of technical personnel and so on. At current, the prospect of olive market is promising and the development of olive industry also accords to the economic development plan of Sichuan Province and the strategic plan of constructing "ecological Liangshan" and "ecological Huili". The olive industry in Huili County is facing good opportunities for development, but the high switching costs of transforming farmers’planting habits will also give a certain challenge to the development of olive industry in Huili County,Policy recommendations to accelerate the development of olive industry in Huili County are as follows. First of all, policy support should be increased and various types of funds should be integrated. Secondly, the construction of breeding base and Standard Park should be accelerated. Thirdly, the industrial chain must be extended. Fourth, the leading enterprises must be strengthened, associations established and specialized cooperative organizations developed. Fifth, the innovation of land and finance mechanisms should be promoted. Sixth, improve supporting systems such as science and technology, agricultural technology, information and pest control. Last but not least, strengthen the organizational leadership and guarantee. |
