With the recent frequent exposure of intensive livestock epidemic outbreaks and food safety incidents, animal health problems have been widespread concern in livestock industry and society. As scale and intensive livestock farming increases the infection rate and the extent of diseases, and as highly pathogenic avian influenza and other zoonotic diseases cause enormous human health threat, therefore, improving the animal health systems has become the consensus of various circles. In recent years, the development of related industries is also very fast. However, as animal health systems have obvious public goods nature, which leads to market failure, and our country’s animal health systems started late, there are still many problems during development. It is necessary to improve the relevant fiscal policies so as to promote the healthy development of China’s animal health systems. Based on this, by analyzing the deficiencies of the existing financial system of animal health policies, and then learning from international experience, this dissertation makes some policy recommendations suitable for China to promote the development of animal health systems.In this dissertation, theoretical analysis and comparative analysis are used as a combination for research. First of all, sort out the history of public finance promoting the development of China’s animal health systems, and then analyze the inadequacies of the current fiscal policies; then introduce the funding mechanism of international animal health systems; finally, learning from foreign experience, suggest fiscal policy recommendations to promote the development of China’s animal health system:first, define the scope of government functions and expenditures, retain and expand expenditures that have public properties, adjust expenditures with mixed properties, and cancel non-public expenditure; second, improve the government procurement policies to enhance capital efficiency; third, complete the insurance policy to improve the ability of farmers to resist risks; fourth, increase financial support for infrastructure, including the establishment and improvement of national technology research networks, grassroots personnel training system and so on. |
