With the fast development of stockfarming and freedom of international trade, animal welfare has been given more and more scientific, political and public concern. The developed countries have built complete system of animal welfare. The international organizations have also given it more concern and will establish international standards, guidelines and proposals. And in the international trade, animal welfare has become an important criterion.WTO is considering taking animal welfare as an international trade standard. On the contrast, our stockbreeding has a poor base on animal welfare and still present a lot of limitation. Animal welfare has been widely concerned by people because of common existence of animal unhealthy condition and serious harm. But from social idea, we have a little consciousnesss that there is a close relationship between the happeness of diseases and animal welfare. We should pay more attention to animal welfare in poultry environment, feeding method, transporting, butchering. Beacause of lack of the consciousnesss ,lots of diseases happen in intensive especially"environmental diseases", interfering export of meat product. From legislation of animal welfare, because of the short of animal welfare, China has met many problems in international trades. China has also paid her attention to such problems in recent years. More and more organizations, experts and medium begin to focus on such problems. But has met some obstacles in legislation. Under the existing situation, animal welfare law is considered "too early", and will meet difficulties in enforcement. How to safeguard level of animal welfare becomes important responsibility of researchers.
