| The national forest farm is not only the dominant force of timber production and the forestry industry development in China, but also the main carrier to implement the strategy of sustainable forest management and promote a conservation culture. Studying on the methods to evaluate the management of national forest farm and proposing the countermeasures in views of the existing problems has theoretical and practical significance.This paper took Tianhongling national forest farm of Cangwu country in Guangxi as the study subject to construct the evaluation index system which included the forest farm management process, the effect of operation, management efficiency and forestry development status on this basis of analyzing forest resource dynamic changes with system analysis and frequency analytic approach. And then made a comprehensive economic evaluation of operation for it and proposed management strategies focusing on the existing problems. The main conclusions were that:(1)During2004to2013, most of the forest was basically healthy and had few harmful organisms. The forest coverage rate keep more than91percentage during the last ten years, and reaches92.85percentage in2013. Forest area of the whole forest farm had slight changes, and the forestland area and total accumulation of standing forest stock had steady growth. Forest resources management went well on the whole, but there still existed many questions such like imbalance in forest category structure, single tree structure and forest age groups.(2)The comprehensive index of economic evaluation of operation of Tianhongling national forest farm of Cangwu country in Guangxi was54.68percentage, and the economic operation effect was claimed at a general level. The evaluation results indicated that:achievements and problems were coexisted in the management of Tianhongling forest farm. The product value, proportion of technology input, degree of automation of equipment and evaluation index of industry capital intensity compared with the industry standard value were high. And the total amount of bad assets kept at zero level and the quality of assets was well. But the government’s supporting measures was at a low level, and was lack of financial investment. Other problem like less activation in the production factor market, down-turning at accounts and receivable turnover ratio, limitation of fund utilization, irrationality of industrial structure and over-sizing of the proportion of primary industry still existed.(3)Some management countermeasures of Tianhongling national forest farm of Cangwu country in Guangxi were proposed basing on the forest farm management status. Forest functional division, forest classified management and the technical measures of silviculture, forest harvest, forest conservancy were putted forward. The forest farm was divided into three forest functional areas as ecological welfare forest protected reserve, forest landscape resource protected reserve and commercial forest managed areas on the basis of forest resource status in2013. Some corresponding management strategies were raised for every functional region. The forest site types were classified and specific measures of forest management types, ways of improvement of the technical level of reforestation, intermediate, forest land transformation and reasonable cutting plan were carried out in order to achieve the forest sustainable yield. By considering the situation of the forest farm, protection measures of forest was made. In addition, countermeasures from the aspects of other security measures, for example, further reform, industrial structure optimizing, source of funds broadening, personnel policy, etc. |
