Grassland ecosystem is the one of the five terrestrial ecosystems. It is notonly linked with the production of plant and animal but also an importantecological barrier protection and development of China’s animal husbandry.Xilingol League in Inner Mongolia is China’s important grassland and it’sproportion of grassland area is more than88%of the total area, it also have acapacity of grazing livestock is located first in the country and it is animportant production base for animal husbandry. But the region is also a highincidence of natural disasters, drought disasters is which the highest frequency,longest duration and widest scope. Socio-economic impact on grasslandbrought also the most serious. Therefore, the risk of drought in pastoral areasin Xilingol Grassland zoning and analysis, to provide a scientific basis for therelevant departments in the region to reduce the harm caused by droughtlosses and improve their social and economic benefits has important practicalsignificance.In this paper, based on the Xilingol League and the surrounding area27meteorological stations in the past30years, the scale of the month from Mayto September of temperature and precipitation data, remote sensing data andrelated statistical data, use the GIS and RS technology to support the naturaldisaster risk index method in Xilingol Grassland pastoral drought risk fourfactors, namely hazard risk, vulnerability of hazard bearing body, pregnantdisaster environmental sensitivity and ability of disaster prevention andmitigation factors to select appropriate indicators, and its single factor zoningand analysis. Finally, conduct a comprehensive drought risk zoning analysisof Xilingol League grasslands. The main results are as follows:(1) The choice of Xilingol Grassland pastoral risk indicators for drought:drought hazard is analysed by relative humidity index to using calculate thestrength of arid and drought frequency; Vulnerability index of hazard bearing body herders using agricultural population density, economic density, the landproportion and livestock Per kilometers. Environmental sensitivity indexusing the slope, vegetation cover, grass type, soil type and extent ofgroundwater resources. Disaster prevention and mitigation capabilitiesindicators using local government revenue, per capita income of farmers andherdsmen, and the proportion of students in the school.(2) Xilingol League drought hazard zoning results showed: WestXilingol League is high risk and high-risk areas; Central is moderate hazardzone; eastern is low-risk areas and sub-areas; the vulnerability of the bodyshowed: southern Xilingol League have highest vulnerability; The result ofthe regionalization on the sensitivity of disaster-forming environment showedthat: Eastern Xilingol League is the region with high and second highsensitivity; Central area is the the region with middle sensitivity; WesternXilingol League is the region with low and second low sensitivity. The resultof the regionalization on the capacity of disaster prevention and reductionshowed that: Erlianhaote city of Xilingol League and middle area of XilingolLeague are the regions with high and second high capacity of disasterprevention and reduction; Southern areas are mostly the regions with middlecapacity of disaster prevention and reduction;Other areas are the regions withlow and second low capacity of disaster prevention and reduction;(3) The distribution of the characteristics of Comprehensive risk indexon drought in pastoral areas in Xilingol Grassland is higher risk in Westernthan in Eastern and showed zonal distribution features. Erlianhaote city andits surrounding area is high risk region;Southern of Suniteyouqi andSunitezuoqi, northern of Abagaqi, northen of Xilinhot City, western area ofDongwuzhumuqinqi and Xiwuzhumuqinqi belong in the middle risk region;southern of Zhenglanqi and Zhengxiangbaiqi, Duolun county, Zhenglanqi,eastern of Dongwuzhumuqin and Xiwuzhumuqin are low risk regions.
