Research On The Urbanization Efficiency Of Three Major Urban Agglomerations In Yangtze River Economic Zone

Urban agglomeration has been a main type to promote the continuous development of urbanization in China, which is also an increasingly important factor affecting regional economic pattern. In traditional urban construction, much of the focus has been on the improvement of urbanization rate. However, urbanization efficiency is of the equal importance but has been neglected, which has seriously restricted the urbanization qualities of some cities. In the context of new economic normal and new urbanization strategy, the urban development model should be rechecked and it is possible to enhance urbanization quality through improving urbanization efficiency, especially in those urban agglomerations. In this thesis, we chose three national urban agglomerations(Yangtze River Delta, Yangtze River middle reaches and Cheng-Yu city group) in Yangtze River economic zone as the objects of our research. These three urban agglomerations or regions locate in the lower, middle and upper reaches, respectively. We studied the problems related to urbanization quality in these city groups and raised up some strategies to deal with them. This work is useful for the future optimization of urbanization in Yangtze River economic zone and is also favorable for reference to the improvement of urbanization efficiency in other regions in China.This paper is under the instruction turns thought in the new town, with the three major urban agglomerations in the Yangtze River economic zone for study units, turning support under the related theory and technical, to systematically analyzed present condition, contents and method and the shortage of existence that the domestic and international appear on the efficiency of urbanization researches. In profoundly elaborating the foundation and the content of the efficiency of urbanization, turn the efficiency of urbanization divided into input-output efficiency and operation efficiency 2 types, and according to DEA model and allied move a degree to measure model, turned an efficiency to carry on to measure the three major urban agglomerations,input-output efficiency and operation efficiency at present condition to the three major urban agglomerations from the space dimension with allied move efficiency present condition to carry on analysis. It can draws a conclusion as follows.(1) 2014 Yangtze River’s economy takes the three major urban agglomerations to turn to develop level existence very big district difference. It appears the rendering from downstream to upstream decreasing in general. the Yangtze River delta will soon get into the mature stage as it urbanization rate get into 70%~90%, but rest two city groups urbanization rates are only50%-70%, then be placed in the boost phases of expect.(2) In contrast with the regional urbanization efficiency(including input and output efficiency only), the city groups urbanization efficiency including input-output efficiency, but also the operation efficiency. Urban agglomeration measured input and output efficiency of urbanization is a certain period of urban agglomeration in the process of urbanization form contrast relationship factors of input and output efficiency, urban agglomeration efficiency of city groups is mainly refers to in the context of existing urban system structure of urban agglomerations, measure internal rating scale, the cities of the urban economic gradient, industry development, factors such as traffic commute on the space form mutual adaptation and coordinated development of ability, for the promotion of urban agglomeration of urbanization level.(3) The input-output efficiency of the three major urban agglomerations from high to low is Yangtze River Delta, the middle reaches of the Yangtze River and the Cheng-Yu urban agglomeration. Although they didn’t carry out DEA effectively, but the level of the synthesized technique efficiency and is higher, total up be placed in more ideal status. See from the pure technique efficiency, Yangtze River Delta is tallest, then be the Cheng-Yu urban agglomeration, Yangtze River middle reaches is the last one. See from the scale efficiency, Yangtze River Delta > Yangtze River middle reaches> Cheng-Yu urban agglomeration.(4) The operation efficiency from high to low one by one is Yangtze River Delta, Cheng-Yu and middle reaches of the Yangtze River urban agglomerations, the gap between the last two city groups is small, but with Yangtze River Delta to differ a little bit greatly. Yangtze River Delta’s industry development, space and transportation development all move to the first degree, and the middle reaches of the Yangtze River unite to move to be more one degree high than the Cheng-Yu urban agglomeration in the industry but lower than the transportation or space development. Analyze its reason, Yangtze River Delta urban agglomeration mainly because turn the advantage of developing, economic structure etc. The Yangtze River Delta that is running in good coordination between internal elements, but the rest two areas’ internal elements are running in the lower conditions.(5) Comprehensive above factors measurement of the three city groups in Yangtze River, the efficiency of urbanization from high to low is Yangtze River Delta, Cheng-Yu urban agglomeration and Yangtze River middle reaches, the gap between last two is small, but is lager to the Yangtze River Delta. The Yangtze River Delta input-output efficiency and operation efficiency all the row first, explain that its town turns efficiency level higher. To compare with Yangtze River middle reaches and Cheng-Yu urban agglomeration, Yangtze River middle reaches is to be placed in better situation at input-output efficiency while in a bad situation at operation efficiency,but Cheng-Yu urban agglomeration is opposite.This data result is directly expressed the future town is turning to develop process, middle cities in Yangtze River should specially pay attention to it, allied move the exaltation of efficiency, Cheng-Yu urban agglomeration should pay attention to raise its input-output efficiency.(6) Efficiency of urbanization in the three urban agglomerations restricting factors including its development degree, space, node space configuration, development mode, etc. For help to raise the efficiency of urbanization, the three urban agglomeration should break the administrative barriers between cities in urban agglomeration, and establishing cross-regional coordination development mechanism, sharing basin ecological community, transformation of the mode of urbanization development, etc. In addition, each of the urban agglomerations should further looking for their own development restricting factors and coordination with each other for its own deficiencies, suit the remedy to the case, finally realizes the orderly, coordinated and sustainable development of urbanization in the urban agglomeration.
