A Study Of Urban Land Supply Efficiency Based On Three-stage DEA

At present,China’s urbanization is in a period of rapid development. The steady increase of urbanization rate has led to the continuous expansion of the urban land scale and the rapid increase of urban land demand. As an important carrier of urban economic, political and cultural life, urban land provide an indispensable condition for the normal functioning of the city functions. On one hand, the scarce and nonrenewable characteristics of urban land resources requires us to use urban land economically and improve the urban land efficiency; On the other hand, it requires the urban land should be supplied in a scientific and rational manner and on the basis of the current urban development and long-term planning. Urban land supply is not only the basis and prerequisite for urban land use, but also the important way to achieve the rational allocation of urban land resources and improve the efficiency of land use. However, there are still many problems in our country’s land supply: First, because of the rapid increase of urban land demand, land supply can’t meet the needs of urban development; second, the land supply structure is irrational and it can’t match the urban land use structure; finally, the inadequate supply and the inefficient use of land use exist simultaneously.Therefore, on the basis of previous studies, this article defines the connotation of land, urban land and urban land supply firstly, and then introduce the process, main way of urban land supply systematically. Secondly, on the basis of theoretical analysis, the article clarifies the connotation of city land supply efficiency. At last, in order to measure the city’s land supply efficiency more accurately, the article use the three-stage DEA model to conduct an empirical research of 35 large and medium cities in China from 2009- 2012 urban land supply efficiency,analysis the environmental factors which influence China’s urban land supply efficiency.and obtain the urban land supply efficiency after the environmental factors and random error are excluded. The results show that: Environmental factors have a great influence on China’s urban land supply efficiency, in which the increase of the proportion of tertiary industry is conducive to the improvement of the urban land supply efficiency, but the higher rate of economic growth and the larger population size inhibit the urban land supply efficiency; The pure technical inefficiency is the main factor which leads to the low land supply efficiency when not consider the environmental factors and the statistical noise; Scale inefficiency is the main factor which leads to the low land supply efficiency after striping the environmental factors and statistical noise. Finally, according to the results of empirical research and the relevant theoretical basis, the article put forward some policy recommendations to improve the city land supply efficiency.
