Research On China’s Geothermal Heating Promotion Policy

In the 21st century, global warming has become increasingly prominent. China is in the middle of industrialization, secondary industry accounted for a large proportion in the whole industrial structure and the heavy industry grows rapidly. It leads to the energy consumption increase year by year, and the international energy and environmental situation we faced is more severe. In the new situation, we should actively adjust energy structure, accelerating the development of renewable energy. As the most competitive renewable energy, geothermal resources have a lot of advantages such as stable energy supplies, low operating costs and high efficiency. Coupled with large reserves, wide distribution of geothermal resources, geothermal power generation and direct use of geothermal energy have developed rapidly in the world. China started the development and utilization of geothermal energy since 1970s, due to the technological progress of the ground source heat pump technology, geothermal heating in our country developing quickly in recent years. Geothermal heating has begun to scale and formed local characteristics in Beijing, Tianjin, Hebei and other cities that are rich in geothermal resources. At the same time, there are still many problems in the process of the development of geothermal heating, such as the imperfect of the national management system and the market mechanism, the low efficiency in resource utilization, etc. Government needs to promote the development of geothermal heating and govern it at the same time. Abroad have accumulated a lot of sophisticated technology and policy experience during the long process of development. In China, Xiong county relied on its unique advantages in resources and learned from foreign experience, also formed a suitable mode for their local development. Both domestic and foreign advanced experience plays an important role in promoting the development of our geothermal heating. As the main driver and guide of geothermal heating development, the government should start from the perspective of the policy, improving laws and regulations system and increase policy incentives for geothermal heating as well. Government should play its policy, planning and information service function, strengthening supervision and management in the development of geothermal heating, promoting sustainable development of geothermal heating in motivation and regulation.
