The Land Expropriation Use Problems Studied In The Process Of Urbanization Construction In Ningxia

Land is only scarce and valuable but also limited resource that can not renewable. Reasonable configuration and effective use of the land are on one hand related to the long-term guarantee of human beings’material life, on the other hand are connected with the sustainable development of the society. So far, most provinces in China have regarded the development of urbanization as the key way to build the comprehensive well-off society and to achieve the increasing economy. Since entering the new century, Ningxia has taken the development of urbanization as the important measure of coordinating the development between urban and rural areas, as well as achieving building the well-off society. The urban population of Ningxia has increased from 33.3% in 2001 to 54% in 2014. During the development process, Thousands of mu of farmland, after being expropriated, has been changed into construction land. From the current development condition of the urbanization in Ningxia, it is seen that most land that has been expropriated is along the Yellow River Area and is of high quality. As time goes on, the balance between supply and demand of the land will meet serious challenge. Therefor it is important to improve the utilization efficiency of the land that has been expropriated during the process of urbanization in Ning xia where the land resource is characterized by the limits of the proportion, quality, as well as the fragial environment.The thesis adopts the methods of comprehensive analysis and summary and is based on the the urbanization development and the results related to the application of land resource in western countries. First of all, the problems from the process of the current application of the expropriated land will be analyzed with the method of questionnaires and interviews. Next, on the basis of both the advanced experience learned from the foreign countries and home, and the specific situation, the special environment as well as the development development in Ningxia, some measures of increase the utilization efficiency of the expropriated land are tentatively brought up from both the theoretical and practical level. Firstly, hold up the idea of harmonious development and try to keep the balance between the urbanization and the farmland protection. Secondly, explore new way of reducing the dependence of land finance with active attitude and promote the development of the land market gradually. Thirdly, strengthen the overall planning between different regions continually and intensify the supervision of the application of the expropriated land step by step.
