Microfinance business is a project which is referred in our government’s economic planning, also major banks competing to advance. In recent years, the Bank of Agriculture and Commerce in this business with its unique advantages, to achieve gorgeous, do it better and better. In 2001, C Rural Commercial Bank was established as the first credit cooperatives agricultural, firmly restructuring banks in the increasingly fierce competition, a clear market positioning, to achieve sustainable development. Microfinance business is a asset business which is introduced specifically for small and micro customer set up after the C Rural Commercial Bank. its clear market positioning guidelines made the development of a successful C strategic business and iconic products. Under the current economic situation, national policy focus is to support the rural construction, the development of small and micro enterprises, encourage the public entrepreneurship. The central bank monetary tools which can reduce the cost of using is also supporting its development. The launch and development of micro-finance business effectively solved the farmers and micro enterprises problem of financing difficult which has very important significance. Since 2009, C rural commercial bank run the Microfinance business, for local small and micro economy, especially in supporting the county’s small enterprises and farmers to make a certain contribution. But recently, its business development, risk control and team construction has encountered some difficulties and the bottleneck of development, such as a single loan products and overdue loan ratio and non-performing rate rising. Therefore, this article embarks from the actual situation C Bank of agriculture and commerce, the future development strategy of small loan business, for the bank itself and small and micro enterprises have important significance.Based on a review of the domestic and foreign references, firstly analyzes the status of the development process of developing C Rural Commercial Bank and its micro-lending business. Secondly, the problems currently encountered by small business loans were described and analyzed, focusing on the macro environment, market environment and product strategy which C rural commercial banks are faced. Finally, the paper combined with the actual situation, put forward several development strategy: customer orientation strategy, product innovation strategy, credit risk control strategy, personal management innovation strategy. In this paper, through the research and analysis that the current C rural commercial bank to adjust measures to local conditions to adhere to small and micro customer market positioning, accelerate the product innovation, strictly control the risk and improve the personnel management mechanism, so as to promote the healthy and rapid development of the small business loans, and hope to make a contribution to the development of C rural commercial bank.
