Governments in order to better deal with problems caused by carbon emissions due to environmental changes, have taken a series of measures related to low-carbon economy, low carbon technology development, promotion and application require huge capital investment, companies in low-carbon technologies the promotion is also reasonable to require precise calculation and control of carbon dioxide emissions, and government agencies need to develop appropriate energy conservation policy based on full disclosure of information on carbon emissions and achieve real strategic emission reduction targets. Therefore, we need to establish appropriate and effective low-carbon audit evaluation system to monitor carbon emissions information disclosure and corporate carbon in the production process of all kinds of economic activities.The main purpose of this paper is to build a low-carbon auditing index system for carbon emissions behavior of enterprises supervision. First, a review of literature and theoretical analysis, to understand the theoretical basis of the current research and low-carbon audit evaluation index system construction; Baosteel example, using frequency analysis, the method of combining qualitative and quantitative indicators to filter to give environmental, economic, technical and human indicators of a total of 24 specific indicators in four areas; followed by expert scoring analysis and AHP AHP screening out index assignment, to give the weight of each index weight; in getting the weight after using an objective evaluation method topsisBaosteel comprehensive evaluation value obtained by the measured value and the value of national standards or industry benchmark for comparing the value of each indicator for each indicator were scored, then weighted score, come out the Baosteel low draw carbon audit evaluation score.Baosteel audit recommendations are four dimensions by the Baosteel low carbon audit score:First, Baosteel needs to establish environmental monitoring system for carbon dioxide emissions, while reducing emissions of ammonia compounds; the second is to reduce the tons of steel in the economy comprehensive energy consumption at the time of improving ROE; Third, In the technical aspects, Baosteel need to reduce the proportion of fresh water consumption per ton of steel, while strengthening the complementary energy recovery; Fourth, at the personnel aspect, Baosteel can enhance safety education to reduce energy consumption and employee injury frequencies.
