Research On Investment Risks Of The Construction Of China-Mongolia-Russia Economic Corridor

China-Mongolia-Russia Economic Corridor is the docking development strategy between China Silk Road Economic Belt, Russia across the Eurasian Railway and Mongolian Prairie Road. It’s a cooperative and systematic project across the three countries, a new attempt and exploration for regional cooperation. The three countries hope to open up the corridor of economic cooperation between the three countries and promote the realization of strategic objective of One Belt and One Road based on connectivity infrastructure construction, Recently, China, Russia and Mongolia have reached a series of agreements on investment cooperation and made a lot of important achievements in the field of infrastructure construction, development and utilization of energy resources, international trade, logistics and other investment fields. We should take this as the basis and steadily push forward the construction of economic corridor between China, Russia and Mongolia. Although for economic corridor construction itself, the three countries have reached a consensus, generally speaking, investment cooperation in the process of building the economic corridor will still be faced a number of risks. How to distinguish, guard against and defuse the risks become the first condition to promote the success of building the economic corridor.This paper takes the investment risks of the construction of China-Mongolia-Russia Economic Corridor as the research object. First of all, on the theory of risk management and under the background of One Belt and One Road, we analyze investment environment of internal and external of China-Mongolia-Russia Economic Corridor combined with the present situation of investment and cooperation of the three countries, classified 6 major risk origin and the corresponding 26 risk factors from the two angles. The 6 categories are international environment risk, political risk, economic risk, social and cultural risk, natural risk and talent risk. Through expert questionnaire survey methods we identify 12 high investment risk factors. Then establish causal Bayesian network structure according to expert knowledge. Based on the parameter learning and Bayesian network analysis, the result shows that the investment risk during the construction of China-Mongolia-Russia Economic Corridor is very high. Based on the backward reasoning and sensitivity analysis, we get the main factors and sensitivity factors affecting investments in China-Mongolia-Russia Economic Corridor.Finally, in order to promote the construction of China-Mongolia-Russia Economic Corridor better, the paper puts forward the countermeasures to guard against the risks based on the factors from inner and outside of the corridor. During the investment process, for the risks outside of the corridor, we should regard the interference from the great powers with a rational view and strive to create a positive atmosphere of international public opinion; for the risk inside of the corridor, the three countries should strengthen political mutual trust, promote infrastructure construction, improve the policies and regulations, close exchange between people, cultivation and integration of talent team.
