Research On China’s Agricultural Catastrophe Insurance Institution

Our country is an agricultural country. The stability of agricultural production affect all areas of social life. Because of the special geographical location, our country faces all of the natural disaster threats. Agriculture is suffering the threat of catastrophe growing. In China, the natural disaster relief system depends on the government relief and the social donation. Establishing catastrophe insurance system is an urgent need. In agriculture, the establishment of agricultural catastrophe insurance system can spread to agricultural catastrophe risk and improve the catastrophe insurance system in our country.In the paper,on the basis of an overview of the related academic litetature and dynamic, and on the basis of comprehensive literature analysis,comparative analysis,and the methed of integrating theory with practice,we have the innovative combination of China’s agricultural insurance situation and the situation of catastrophe insurance,and further expounds the implementation of agricultural catastrophe insurance in China facing difficulties and restricting factors.At the same time,combining the international experiences of developed countries,we expect that we can provide support for the implementation of the agricultural catastrophe insurance system in China.First, the theory of agricultural catastrophe insurance’s research results at home and abroad are summarized and analyzed. It provides a solid theoretical basis to the development of agricultural catastrophe insurance system. We have multi-angle analysis of agricultural catastrophe risk. At the same time, defining the definition of agricultural catastrophe insurance, and summarizing the function of agricultural catastrophe insurance system.Second, we analyze the current of policy-oriented agricultural insurance system in China. We also analyze the implementation of the agricultural catastrophe risk underwriting conditions. Meanwhile, we predict that the problems and difficulties we might encounter in the process of implementation of agricultural catastrophe insurance system.Then, we summarize various countries agricultural catastrophe risk method, for example the United States, Canada, Japan and India’s agriculture catastrophe insurance. And combined with China’s national conditions, it is concluded of the method to carry out the agricultural catastrophe insurance system in China.At last, we provide the solution of problems carrying out the agricultural catastrophe insurance system and put forward the corresponding countermeasures.
