Recently, the People’s Daily Online was launched in 2014 "keyword" judging. The results showed that 12.9% of users chose "cheap" as the preferred of their own minds. Indeed, in the past year, "Battle both ’tigers’ and ’flies’" impressed everyone, adjacent to Hong Kong and Macao and for a long time, always in the severe situation of anti-corruption, Shenzhen Customs was facing the most severe test of anti-corruption struggle through its built off a century years(including its predecessor Kowloon Customs period). Through the year of 2014, the Shenzhen Customs processing system registered 14 people (including 3 Directors), intervals exchange three times which involved over a hundred people each time, including the August Huanggang Customs Logistics Monitoring replaced more than 300 full-time transfer, the data above are the Shenzhen Customs annual record. Under the crisis, the excise of Shenzhen Customs Keguang Wang declared in Shenzhen Customs anti-corruption work forum recently:"The anti-corruption of Shenzhen Customs is adamant and no indefinite indicator is capped, once discovered, the corruption would not be tolerated and would be handled thoroughly. "We can say that only a comprehensive punishment of corruption in Shenzhen Customs could avoid the collapsing of Shenzhen Customs corruption cases happening again, and ensuring the safe of the country’s southern border.In this paper, we focus on the anti-corruption enforcement of Shenzhen Customs; to explore the root causes of corruption from the start, carding a comprehensive analysis of the causes and features of the corruption appears in Shenzhen Customs. Then, we discussed the existing legal system of General Administration of Customs import and export supervision, the differences between the corruption in the customs and other law enforcement agencies, the complex regulatory environment in which Shenzhen Customs involved. Finally, we made the conclusions and suggestions concerned the experience of anti-corruption in developed countries and other native Customs’ countermeasures to punish corruption.The innovation of this paper is not just to explore the problem of corruption in Shenzhen Customs in common causes and macroeconomic overview, but combined the writer’s long time experience in clearancing, cargo inspection and visitor inspection to analysis the complex regulatory environment, in order to explain the reason of repeated corruption and make effective countermeasures. On the other hand, the current Shenzhen port entry and exit of people and goods regulation actually SZCIQ, Shenzhen Entry-Exit Frontier Inspection Station, Shenzhen Customs, Shenzhen Port Office and the Shenzhen Public Security Bureau and other multi-sectoral division of immigration law enforcement management, which are all Independently and not belong to each other. Due to poor communication between each department and departmental selfishness, the enforcement powers across often becomes a blank area of law enforcement supervision and become a source of corruption. That’s one of the reason cause the corruption in law enforcement in Shenzhen Customs and the one which has been overlooked. We will proceed based on our actual work experience to illustrate the reason, performance and characteristics of this situation and provide a reference for promoting the Shenzhen Customs Enforcement in anti-corruption.Although the object of this study is limited to the Shenzhen Customs, but the results of our research will have a certain reference value in the anti-corruption movement for the customs and other public agencies.
