Urbanization construction in recent years are gradually entering a new phase in our country, the cities also booming emerging industrial park construction, adding to the corresponding land development task of pressure, need a lot of money for the construction of urban infrastructure and supporting, due to the difficulty increases, the real estate market differentiation obvious secondary land market, land development funding from the traditional model of bank lending is gradually explore set foot on a new development path.Since July 2008, the central bank, the CBRC promulgated the notice about financial promote the economical and intensive land use, land reserve when in mortgage loan requires use of legal documents, and puts forward the specific requirements on mortgage rates, which makes the land level development form the huge funding gap, the land level development formed a huge pressure. And land on the secondary market, the main source of funds is still real estate development loans for financial institutions, but with cool the property market, the loan difficulty and cost are increasing. This creates land situation of primary and secondary market two-way pressure caused in some areas appear even the floor price inversion phenomenon, land development difficulty increases accordingly.In the process of practical work, access to more and more through regional development, especially the park overall development project, involve the secondary development, are more than just only as the land level development, also is the linkage of the secondary development. Piece area, especially the overall project, land for cooperation to develop the secondary demand for amount is bigger, so, how to combine project reality, financing model and structure design, makes the land, the smooth transition between the primary and secondary development to straighten out each participation main body relations between power and responsibility, as the key to the success of overall land secondary linkage development, it is also a main problem of this paper is to study.It is expounded in this article as the main body of investment investment holding company in the park land in the process of overall development, adopt the secondary linkage mode of theoretical basis and practice methods. Benchmarking project at home and abroad and referring to the mature works, around different domestic investment and financing system standard, and analyzes the manifestation and the cause of the secondary linkage development, and discusses the general countermeasures. At the same time, using hierarchy analysis method in Xi’an ivestment holding company existing the Weibei park & Meibei lake two projects conducted a case study.
