With the development of economy, the transportation is also growing rapidly. More and more cities are equipped with different scale airports. In the coastal area of our country, almost every city has an airport. In fact, the airports in different environment have different develop circumstance. Some large scale hub airports are full load operating, even over load operating. But some medium and small airports are facing insufficient traffic situation. Therefore, airport groups emergent gradually, and are considered to be the key point of saving medium and small airports. The aim of this thesis is analyzing and proofing the technology spillover effect to airports in alliance.We choose 9 airports of Western Airport Group to compare with airports which have not joined the airport group. Adopting three phase DEA (Data Envelopment Analysis) method to calculate the technical efficiency of these airports. The second phase-SFA (Stochastic Frontier Analysis) of three-phase DEA can exclude the effect of environment and random factors. The result of SFA shows that the two environment index- gross urban production and urban population greatly affect the airport technical efficiency.Comparing the first phase and the third phase technical efficiency of the airport, we can find after excluding the environment factor, the technical efficiency and scale efficiency decreases but pure technical efficiency increases. It shows it is the invalid of scale caused the invalid of efficiency of the airport. Apart from that, through comparing the third phase pure technical efficiency and testing the discrepancy of the two group data, we find the technical efficiency of inner group airports is much higher than the outside ones. And we can say that the technology spillover effect has positive effect on airport. In the end of this thesis, this paper adopts analysis of covariance to further proof the third phase pure technical efficiency of inner and outer airport. At last, from the result, we can find some key factors affecting the pure technical efficiency.
