With increasing competition in economy, enterprises are facing not only the continuous external impact, but also the pressure caused by their internal growth.The rapid changes in the economic environment make enterprises change their focus from the product onto the management of enterprises performance. Nowadays, performance management is not only the key factor of human resource management system, but also a core issue of corporates’strategic entrepreneurship.In recent years, as Chinese government continues to increase infrastructure investment, as well as the mechanism of project bidding has gradually improved, construction industry is developing rapidly in China. Many construction enterprises try to improve the existing business, and actively carry out strategic expansion in many areas at the same time. However, in the rapid expansion of enterprise scale, many construction enterprises’s operating performance is not as good as expect. Most of the construction enterprises are facing with the problem of performance management. To explore the mechanism of performance management combined with the characteristics of the industry has significant research value and practical significance.The paper finds out that existing performance management system is not conducive to the sustainable development of the whole company, the lack of scientific evaluation index system restrict the growth of company’s performance. Therefore, with the theoretical analysis, the paper proposes a performance management system improvement program. First, the paper proposes the KPI performance management system with improvement ideas and principles followed by the performance management system to improve the scheme selection. Then, focusing on the improvement of the performance management system, including index system, the improvement of performance management system based on the staff of KPI strategy KPI target framework, system and the job specification management based on KPI, and combined with the achievement of enterprise value and personal work. At last, the paper gives out the final design of the performance appraisal program, including performance planning, performance appraisal program, performance counseling, performance communication and performance feedback and improvement. After that, the paper proposes the safeguards implementation scheme to improve the performance management system of A company.
