China is a unified multi-ethnic country. Autonomous areas accounted for 64% of total land area and are our important natural resource supply areas and ecological barriers. Well-designed resources compensation mechanism in autonomous areas has great significance to political stability, economic development, national solidarity and ecological civilization. It also plays an important role to building a moderately prosperous society and to achieve the Chinese nation’s bright prospect on the road to revival. However, the western autonomous areas are confronted with the challenge of the leap economic development and environment protection. Resource-based cities are facing huge expenses to cope with environmental pollution, ecological damage, etc. "The affluent poverty" is very prominent.In the perspective of promoting national economic development and national unity, the paper pointed out the lack of complete legal system, clear property rights system, perfect resource tax system and benefit-sharing mechanism which severely restricted the resource compensation mechanism in ethnic areas. Finally the paper proposed some countermeasures and suggestions on speeding up the reform of tax system. Our public sector has to speed up the structural tax cuts by increasing green taxes and building environmental protection type tax system in order to improve the national and regional public finances revenue sharing ratio. Our government has to give priority to foster the small micro-enterprises in ethnic area, especially in the modern service industry to reduce the industry’s dependence on resources exploitation and utilization.
