| In recent years, the new energy industry has been recognized as the replacement of traditional energy industry for the future due to its characteristics of clean and renewable. In the field of new energy, wind power development and utilization can be invested in a short time, built quickly, hi-tech and environmentally friendly, so that it has showed good economic prospects in many countries and regions, and has become the most frontier and hot topics in the new energy field.With the expanding scale of wind power industry in our country, various economic contradictions also gradually expose which become the great hinder to wind power industry.This paper focuses on the development of wind power resource, and contradictions in the process of transformation and distribution, and takes Chifeng city, which plays a leading role in wind power industry, in Inner Mongolia region as the research object. In view of the exposed interests damaged phenomenon with a certain particularity or the universality, using externality theory to analyze the causes of jeopardizing the interests and giving compensation model a rational evaluation. Besides, pointing out the flaw and insufficiency of interests distribution among main body, and through the brief cost-benefit analysis which combines with the actual operation of the problem, putting forward the optimization of the current compensation model and policy suggestions on further elimination of negative externality, and trying to realize equity and efficiency in the development of wind power industry and the balanced development. |
