Research On The Method And Application Of Government Ecological Transfer Payment Performance Evaluation

The pace of economic social development and natural resource consumption ratehas gone far beyond the carrying and regenerative capacity of nature. Ecological andenvironmental problems have gradually become an bottleneck to social and economicdevelopment. In recent years, the government has continued to attach importance tothe environmental issues. Ecological transfer payments have documented increasedyear by year, the performance evaluation of its implementation and managementbecome a hot spot attracting attention of all sectors of society.Performance evaluation is objective, reasonable and comprehensive evaluation tothe object. The theory, method, model of performance evaluation plays an importantrole in management science and engineering fields. Selection of indicator, informationprocessing of indication data, determination of the weights, the application ofevaluation model methods compose the theoretical system of comprehensiveevaluation. This paper use factor analysis model to achieve comprehensive ecologicaltransfer payments evaluation of performance for provinces of our country, and drawthe composite score and ranking. Besides, I use BP neural network model to achievecomprehensive performance evaluation of key audit areas, the result can becompared with data from factor analysis. Evaluation of the results of the two methodsare basically same. Finally I give reasonable advice and opinions on the evaluationresults.Based on domestic and abroad performance audit reporting framework, weconstruct audit reporting model that agree with ecological transfer paymentperformance evaluation and proposed a innovated audit model to make the evaluateresult easy to understand. Since the comprehensive evaluation of the performance ofthe object system become more and more complicated and processing of evaluationdata is more complicated, the decision support problem of performancecomprehensive evaluation becomes more important. This paper constructs designed patterns of performance evaluation decision support that called four bases as onebased on decision support theory and evaluation’s feature. The realization ofperformance evaluation decision support system enables users processe evaluationindex information formally, determine the weight vector scientifically and selectcomprehensive evaluation method correctly.
