A Study On The Promotion Strategy Of Agricultural Informatization In China

With the fast development of the global informatization, information technology has been widely applied to various industries, which has greatly promoted the economic development of the whole community and people’s living standards. As the national basic industry, agriculture has long been the focus of our state and government departments. As deepening the development of agriculture, information technology should also be integrated and utilized for better agriculture development. In this regard, the developed countries have a head start, which would provide plenty of effective experience for our construction of agriculture informatization. In actual practice, the relevant departments at all levels should work together to study the basic theory, and to implement it in the practical applications so as strengthen China’s agricultural modernization.In this paper, the research method of survey research combined with systems analysis is adopted. On the basis of the current agricultural informatization construction in our country, this paper firstly discusses the relative theory and practice of domestic and international situation, then elaborates in detail the influencing factors from the following respects:the source of funding, infrastructure conditions, social environment, farmers’ capacity of receiving information, and the information carriers, content and dissemination of results, etc.. After that, the interrelated problems we confronted are listed:the lack of sufficient support from all levels of government, specially the guarantee of high-level technical personnel, the lag of relevant awareness of grass-roots and the construction of agricultural information system and the timeliness of information service in rural areas. Next, this paper points out the characteristics of agricultural information construction in developed countries and the inspiration to our country. Taking all of these circumstances and our national conditions into consideration, this paper attempts to put forward some corresponding measures and policy advices:improving the management and organizational system, the relative policies and regulations, and the infrastructure of network in rural areas, establishing the development plan, and integrating the related information resources, increasing capital investment and speeding up the application and popularization of information technology as well as the promotion of regionalization pilots in rural areas.
