A Study On Financial Supervision In Yunnan Province

Since the18th National Congress of Communist Party of China, the request of "comprehensive improvement on economic system, accelerate the reform of the taxation system","strengthen the government-caliber budget review and supervision of accounts","interactivity between decision-making, execution and supervision","transparent system and operation" are considered as the important factors for government operation. And among these factors, the tax system reform is considered as the key factor.As one of the important function of financial management, financial supervision should focus on the central decisions and plans and be timely adjusted to guarantee the smooth operation of central government’s policy, to advance the implementation of tax policy, to safeguard national economic security, rectifying and standardizing the financial and economic order, safeguard social fairness and justice, such as fiscal policy.The financial supervision of Yunnan Province is relatively weak and need to be further optimized to promote the reform and improvement of financial supervision.In this paper, the financial supervision of the relevant concepts, such as public goods, public finance, government failure and financial supervision and so forth, based on the theory of financial supervision, including rent-seeking theory, the principal-agent theory will be explained in detail.Then, the system introduces the history of financial supervision in Yunnan Provi nce, the current financial situation and the current situation of financial supervision an alyzing the main problems and opportunities and challenges of the current financial sup ervision and management mechanism of Yunnan exist. Based on the summary of relevant experience in domestic and foreign financial supervision system, The countermeasures and suggestions to perfect the supervising and management system of finance of Yunnan province from the aspects of the proposed strengthening financial supervision consciousness, perfect the legal construction, the construction of the organizational system, improve the supervision mechanism etc.
