A Study On The Financing Mode Of Local Government In China

Along with our urbanization and industrialization process accelerated, in-depth development of reform of the tax system, local government financial capital is insufficient, especially in the city infrastructure expenditure stretched the increasingly obvious. The2008financial crisis and China’s structural tax cut policy implementation and exacerbating tensions of financial capital, in order to alleviate the pressure on local finance, local governments are actively looking for new ways to local government financing, the hope can build local government financing mode and reasonable, in order to solve the problem of local government financing infrastructure, provide good conditions for the faster and better development of economy.This thesis mainly through four parts to carry on the research on the financing pattern of local government in china. First of all, the local government financing mode of the domestic and foreign research situation combs the domestic and foreign financing mode, found to have different focuses. Secondly, the innovation of the mode of contents and practices of four city of domestic financing mode reform is more successful for analysis, found there form ideas are basically the same, but there is a great difference in concrete measures. Again, carried on the analysis to the foreign developed country government financing market more mature financing mode, the financing mode found large differences in the legal norms, but a healthy financial system and sound are necessary for the innovation of government financing mode. Finally, this thesis summarizes the domestic and abroad with local government and mature financing mode, comparative analysis of their advantages and disadvantages. Based on this, City Hall in Xi’an as an example, combined with the actual financing environment, suggestions City Hall Xi’an companies using forms of debt, BOT or PPP, the franchise of three kinds of financing ways, and in the practical application to promptly formulate supporting policies, make full use of market competition mechanism.In the study of local different financing mode, this paper focus on the use of the method of comparative analysis. On the one hand, comparing the different local governments adopted the mode of financing; on the other hand, advantages and disadvantages of different financing mode in local government by the potential analysis. After the advantages and disadvantages of Xi’an, a comprehensive understanding of the actual situation and the specific financing mode, the effective screening of financing mode, in order to avoid financing mode and the actual local detachment phenomenon.
