Research On Railway Planning From The Perspective Of Public Management

Chinese railway construction has entered a new period of accelerated development under the guidance of Long-term Railway Network Plan. In the new period of development, railway planning document breakthrough in the past from a single line layout used angle new line planning from the macroscopic angle, which is to improve the road network layout. And the guiding role of the construction planning is becoming more and more obvious. At the same time, the paper also argues that our country railroad planning document and its implementation deficiencies:part of the railway line to adopt high standards, scheme of large investment and high ratio by which causes the waste of the new station, railway connection with other traffic is not smooth, railway construction fell into disorder and confusion, all of these have caused losses of social wealth.Many problems of railway planning and the implementation of the increasing railway development society cost, improves the railway construction and operation cost. It also brings increased the residents travel and manufacturers of transportation cost. Through the further analysis of the interests of the game, this paper considers the problem exists in the following aspects:railway planning mam body is not clear, and the public interest against accountability punishment mechanism is not established, the procedure of railway planning, evaluation, and implementation is not perfect. And the system of the participation of railway planning decision rights and lack of system guarantee, all of these factors are the main reasons for loss of public interests in the current railway planning and implementation.Combined with the analysis, the paper further puts forward optimization measures:to improve the railway planning concept, to build a sound system of the railway planning, and the innovation of he railway planning system. We should perfect the public management respect public, respect the sustainable development concept in railway planning. Railway planning should be incorporated into the legislation procedure to avoid public interest game in the passive brings loss of public interests. Through the establishment of public railway planning supervision and accountability system, to reduce the rent-seeking and corruption, and to maximize the public interest.
