A Comparative Study Of National Innovation Design Policies And Strategies

In the view of horizontal comparison of global economic competition, innovation has become the determinant of the international competitiveness. From the aspect of industrial demand of society, design has become a key element for the country to enhance industrial competitiveness and upgrade innovation ability. China is a developing country in terms of the start of innovation strategy, while many developed countries have established innovative design systems and have developed strategic plans for design’s development, which promoted the overall competitiveness at the level of national strategy and regional industrial revitalization. At present, China is in the critical period of changing from "manufacturing power" to "creating power" and the period of strategic opportunities to accelerate the development of the service industry. However, a wide gap still exists between China and developed countries in terms of innovative design policy system, and the relevant researches are expected to be conducted.This paper starts from the association between innovative design policies and design industry, and analyses the intrinsic link between innovative design policies and national per capita income, to make both horizontal and vertical comparisons of the design policies and mechanisms among innovative countries and regions led by manufacturing industry and service industry. This paper analyzes several typical cases in different fields in which innovative design policies play promoting roles, and explores the development ways of advancing innovative design. Based on the results of empirical analysis and data mining, this paper objectively provides ripe international tendency and international experience for China’s development of innovative design, and provides inspiration for the establishment of innovative design policies and researches in China.
