With the widespread rise of project management mode, project managers have become parts of the most important human capital in project oriented enterprises, especially for high-tech industries which taking technology as core and providing engineering and operation services. In the production pattern mainly based on high technology implementation of projects, project managers are at the forefront and with the subjective initiative tocontrol cost and realize profit most directly. One of the crucial problems facing those high-tech enterprises is how to manage the project managers to motivate project managers’ work enthusiasm and improve companies’ human capital utilization rate. Therefore, designing a set of performance management system suitable for project management individuals with their actual working characteristics is essential for profit maximization of engineering and technology based enterprises.From organization perspectives, targeted on certain groups(i.e. project managers), selected project managers performance management as study object, and adopted theoretical analysis with authentic proof analysis, this paper analyzes and presents the exiting problems and reasons in DT company’s project managers performance management system. And an improved performance management plan combining DT company’s industry background and characteristics is designed in this paper. The research is conducted based on the idea of system reconstruction, designs in the aspects of performance management system organization, objectives, principles, indicators design, results feedback and improvement. This paper introduces evaluation methods of non-quantitative indicators and uncontrollable factors into the performance evaluation section, and also sets reference standard value in the economic assessment. The conclusions are made based on results comparison and analysis, and further proved through practices. This paper intends to offer useful reference in the project manager assessment system for similar enterprises.
