Policy Dilemma And Countermeasures In The Development Of Social Enterprises In China

The economical efficiency and sociality of social enterprise make it have economic value and social value. The market means used by social enterprise to solve social problems fills the gap, which is brought by the government and nonprofit organizations for lack of money. Even though the social enterprise is so important,the government, society and nonprofit organizations are not clear about the concept and operating models of the social enterprise. At the same time owing to the deviation of recognizes about social enterprise,inadequacy of the society management system, lack of related laws and limitations of talent importing mechanism, social enterprise is small, short on capital and lack of professionals,even though it grows at quite a rapid rate. Therefore,clarifying the related concepts of social enterprise and clearing its values and development status have important implications for the maintenance of social order,maintain social stability, improve social management and building a harmonious society.Social enterprise in the Western countries has developed maturely, with a large number of theoretical studies and outstanding success stories. The Government has developed a variety of strategies and policy supporting measures to promote the development of social enterprise, and also make a relatively clear legal definition in the legislation. From the successful experience of Western countries or region, we know that only to get government support,define social enterprise in the law clearly and construct social enterprise policy environment well can promote the development of social enterprises better. Therefore clarify the legal status of social enterprise are improve the policy environment are the urgent problems in the development of social enterprise.Firstly, we clear the concept of social enterprise and its related concepts, describe the theory of social enterprise, aim at stakeholders and the public have a clear and correct understanding. Then we analyze the development status and political environment of social enterprise, found that there is a series of social enterprise policy dilemma in the development process, such as the lack of social enterprise development impetus,registration and management system not perfect, the lack of tax supporting policies and regulatory system, lack of personnel social security welfare. In the last part of this paper, we draw on the success experience from western countries, put forward five suggestions to improve the policy environment for social enterprises, including promoting the government for social enterprises construct the corresponding legal system, improve the relevant provisions of set up for social enterprise establish relevant tax policy, construct and improve the corresponding social corporate governance system, develop and improve the related personnel welfare policies of social enterprises.
