Since the global financial crisis in 2008, China’s polyvinyl alcohol manufacturing cannot be warmed up in the short term the stage, the domestic manufacturing polyvinyl alcohol enterprises are faced with the resistance development space and competitive environment sharply change. In the face of the technology innovation of polyvinyl alcohol production, new products gradually occupy the market and polyvinyl alcohol industry move into the cost competition stage, how the enterprises of our country adjust their development strategies to the allocation of their resources according to their actual situation, will become the urgent problem of polyvinyl alcohol manufacturing enterprises in china, this paper use the polyvinyl alcohol chemical manufacturing industry as the main carrier, research the M company by using the principles and methods of enterprise strategic management and enterprise growth theory, this will be a humble suggestions for its further development strategy. On the other hand, this paper on the development strategy of M company is also applicable to other chemical enterprise; hope to be able to provide strategic management suggestions to help other enterprises in the face of the same or similar chemical environment of competition of enterprise.Firstly, a brief introduction of polyvinyl alcohol chemical industry and M company, clarify the key strategic issues facing by M company currently; Secondly, analyze the M company facing the external environment, including macro environment, industry characteristics, polyvinyl alcohol PVA products competition environment; Thirdly, through the above analysis of the internal and external environment of M company, its conclude the M company’s development opportunities, threats, strengths and weaknesses, and to evaluate these four aspects. To get the matching implementation of the strategy by using the SWOT matrix and other tools for the M company development goals and positioning. With the quantitative strategic planning matrix (QSPM) this paper find the most suitable development strategy for the M company. Finally, according to the development strategy, some specific recommendations are provided to put forward the development strategy.
