The construction business,which is the most important part and mainstay industry of the national economy, makes a significant contribution to the social development, is changing the management system, from traditional vertical hierarchy to a more modern method of horizontal organization because most of the traditional systems of construction institutions can not adapt to the necessary. This process is being introduced gradually due to the constant development of science technologies and the popularization of information management. Project management and performance is an essential element in the construction business. Horizontal organization is simple, quick reaction, excellent which is can adapt to the competitiveness of the market and the necessarily of the company’s development, horizontal organization which is a modern management system can fit the necessary market requirements to run a competitive operation, which also has the benefits of technological innovation and management efficiency.This paper starts with a research account of the construction business and its circumstantial development in China including an outward look into affairs abroad. A look into facing problems in order to enhance performance and profit.The paper is designed to map out and dissect horizontal organization as to put it into focus through analysis, the issues and solutions are analyzed and accounted into running the company. Then this paper analyzes the connections between horizontal organization and scale economics, information construction, and enterprise culture as well as how these things are formed. The last part of this passage is the conclusion of horizontal organization and how it will develop and work and its incorporations into corporations in the future.
