China 's GDP Data Revised Release System And Its Data Correction Effect

GDP(Gross Domestic Production),the statistical concept has been paid highlysocial attention since it was produced.Since the reform and opening up,theinternational status of our country has been greatly improved,our GDP data has alsobeen paid attention by the world as followed.At present,the GDP accounting is notperfect almost in all the countries of the world,our country is no exception,too.TheGDP accounting exists some serious problems,especially the data quality issues.Thepractice tells us that the sound quality of GDP data is based on the system ofamending and releasing.In the early21st century,the debate on "whether the ChineseGDP data was true or not"was heating up once, and this phenomenon related to theimperfect system of amending and releasing GDP data.1985-2003,there was a seriousproblem about the system.The problem was that the estimated number which wasannually released at the end of the year was often regarded as the statistical data bymistaken,and the amended GDP growth datas were often not released.With theconstant improvement of national statistical work,our national economic statisticsintegrates with the international standards gradually,and the National Bureau ofStatistics has paid more and more attention to the statistical data quality.From theBeginning of2003, the statistics department took a series of major reforms about thesystem of amending and releasing GDP data,such as increasing the number of thetimes of amending and releasing GDP data,requiring the details about every releaseddata strictly,for example the amendment basis,the releasing time,the publish mediacontent.However, compared with other advanced countries in the world,the amendingtimes was a bit less and the releasing times was a little later.Therefore,our system ofamending and releasing GDP data should be futher improved.Under the currentsystem,our country’s release on GDP data has gone through four stages: frompreliminary accounting to preliminary verification,to final verification,to the finalamendment data based on the Economic Census,otherwise in most of the provinces ormunicipalities the released data experienced three stages:preliminary accounting,finalverification and historical amendment.Because of the different basical data,each of thereleased data may be different,and there may be some amendment effection differences between every released data.Because of the limited space,this article justonly analyse the amendment effections based on the economic census as an example.The main conclusions of the analysis are the following:(1)For the country and themajority of the regions,the amendment effect based on economic census is obvious,otherwise the amendment effection based on the second economic census is muchsmaller than the first economic census;(2)Both of the country and the regions,it wasquite objective about the correction effect based on the economic census. Finally,thearticle makes some technical recommendations about the existing system of amendingand releasing GDP data.
