To develop High-tech industry is the inevitable requirement of the developmentof the western region, which can get rid of the limitation of the west area resourcesand environmental conditions. Only in this way, the west area can realize theleap-forward development.Therefore, to research the development of High-techindustry in the western region is particularly important for the future economicdevelopment in western area.This article follows the formation and development ofthe basic rule of High-tech industry, which employ the basic principle and method ofIndustry economics, Ecology and Layout of Industry comprehensively and in-depthanalysis of the western region of High-tech industry development status and itsinfluencing factors and discuss the spatial layout of High-tech industrial developmentof the western regions. According to the results, I put forward the correspondingpolicy recommendations.The study found that development trend of High-tech industry in the westernregion goes well. But there is still a lot of problems, such as a low conversion rate ofscientific and technological achievements, the serious brain drain of high-techindustry, based on the characteristics of regional resource advantage of industrysystem has not been established. Human resources, science and technologyinvestment and financing, traffic information and industrial policies make big splashin the western region of high-tech industry development. The High-tech industrialspatial organization is mainly a pattern, which combining two high-tech industryareas (the Guanzhong High-tech industry belt and Cheng-Mian-YU High-techindustry belt) with key cities (Xi ’an, Chengdu, Chongqing) and key campus.In this paper, I set up a High-tech industry ecosystem models based on theprinciples of ecology. In this models, it can intuitional reflect the High-tech industryrelation and exchange of substance between the elements. Using information entropyanalysis method and the index system design, I quantitative analysis of the western region of High-tech industry agglomeration effect and evaluate the competitiveness ofnational High-tech Industrial Development Zone in the western areas.
