Outsourcing from the West, with the deepening of reform and opening up and China’s accession to the WTO work for the government dual requirements of efficiency and effectiveness in the implementation of governance in outsourcing has become the needs of society and government of their own needs. The so-called customs service outsourcing refers to the Customs in case of shortage of manpower, to concentrate on law enforcement work, the responsibilities of some of the clerical work in a similar way of contracting a third party entrusted to a professional service, while professional guidance through information sharing and to maintain close contact with third parties in order to achieve efficient operation of the Customs close supervision and the unity of a management model. In fact, the customs service outsourcing is a common international practice, such as the Australian Customs inspection work will be outsourced to a professional inspection of the whole company to complete. The introduction of the social intermediary as one of the main forms of outsourcing, as the country’s import and export customs supervision and control authorities in the introduction of intermediaries involved in customs control carried out by a good attempt. In this paper, the customs external audit as an example, consider the introduction of intermediary status, problems encountered and solutions.
