After the Great Leap Forward Movement, the state gradually rebuilt rural market management. The policies of market management were relatively looser than those during the Great Leap Forward and the Cultural Revolution. The local government did a lot of work to build CiXi’s rural market management framework, implement moderate policies and make rules. According to CiXi’s actual situation, the government readjusted rural market management committee. The Committee paid their attention to the grain market management and they fought against long-distance trafficking. They also had to face resistance. Offenders came from various trades and industries. They strengthened socialist education. There was lack of regulatory authorities to supervise CiXi’s rural market management committee. It indicated that there were still a lot of problems in CiXi’s rural market management. The fumble and thinking of the rural market management, provides experience to later reform. CiXi’s case helped us to understand this historical process.
