As China’s economic system reform of further building market competition pattern, multiple gradually formed. In the private joint-stock enterprise and building the impact of the construction enterprise downward growing competition, competition in the industry with the specification, resulting in increasing cost of construction enterprise, the overall economic benefit is decreasing. Improved cost management, strengthen cost control work has become urgent problems construction enterprise. In fact, many enterprises are not aware of the importance of cost control, but due to a lack of feasible cost control plan, cost control work just stay in the oral, engineering cost rising is not effectively, the high cost of no fundamental changes. In socialist market economy condition, once a building products price (price), cost is low, the decision factors of enterprise profit to win the biggest profit space, the management of all the purpose is to pursue the same below average cost level. At present, reflect the average cost of construction enterprise, is the level set by the relevant departments of the state, the norm for all construction enterprise cost management level provided measure the objective standard. Enterprise of construction project requirement is a lower cost, not the norm in cost control is the core of a series of effective management system, the construction scheme to achieve this goal is unthinkable. Construction project management activity is a systems engineering, including the construction project quality, safety, resources, construction, management of the contract, etc, all these management content, and the cost control. The invisible hand cost, in effect, momently, promote or restrict the project management activities hysteresis, meanwhile, the professional management activities. and the achievements in construction project cost determines the height. Visible, project cost control is an important project management subsystem, once from the project cost control, the project of the enterprise intends to any good wishes and are only castles in the air. Therefore, the project cost control quality reflects the project management level, is the core content of project management, construction management of enterprises in the whole of the core status.Based on H company as an example, first this paper emphatically from the H company limited liability company project management requirements and H company limited liability company project management system from two aspects the project H company cost management present situation, and then the specific management system from the aspects of cost management and analyses the existing problems, and analyzes the specific cost management system defects and cost management defects of the system of two reasons, then studies the H company limited liability company project cost management improvement measures, and finally from the progress and cost variance cost overrun, cost and schedule and three aspects analyzes the cost control method in practice.
