| In2009, the State Council issued "opinions on the promotion of Shanghai speeding up the development of modern service industry and advanced manufacturing, constructing international financial center and international shipping center ". Since then, Shanghai accelerated construction of Double Centers. Many scholars have made a lot of studies on this topic, too. But studies on the relationship between IFC(international financial center) and ISC(international shipping center) are still in initial stage. Overall, there is more qualitative analysis than quantitative ones, more short-term studies than long-term ones. At the same time, research of World City or Global City is relatively mature, which provides a new angle of view for the study of the Double Centers’mutualism.On point of the above, this paper firstly analyzes the definition, classification, formation conditions and development process of IFC and ISC, and summarized three development stages of IFC and ISC. The development of IFC can be divided into trade dominant period, investment dominant period and financial innovation period, while that of ISC be divided into colonial trade period, free trade period and economic globalization period. On the basis of above, this article put forward that the mutualism phenomenon of Double Centers has three main characteristics:(1) developing with economic globalization as condition, with resource gathering as feature, with modern city as basis;(2) having direct contact in capital supply/demand, risk control and financial services;(3) developing from synchronization to asynchronization and back to asynchronization as in initial phase, in development phase, and in transition phase.Secondly, from the World City’s point of view, this paper analyses the concept, classification, formation conditions and developing trend of World City, found that the World City is developing towards networking, regionalization and integration, and many famous World Cities are also Double Centers cities. In Double Centers’ developing process, World City plays a major role in three aspects:(1) regarding financial controlling power as a status symbol;(2) regarding shipping resource as a leading unique talent;(3) regarding Double Centers’synchronous development as an important way to form comprehensive strength.Thirdly, after summarizing the existing Double Centers relevance of quantitative research methods, this paper choices Deng’s grey relational degree method as the main method of quantitative study, with financial, shipping, trade, GDP related indexes of Hong Kong from1991to2009. Based on quantitative research, this paper found that:(1) HK ISC is a integrated center with both freight and service functions;(2) HK IFC is good at banking;(3) there is correlation between HK IFC and ISC;(4) construction of HK Double Centers is closely related with city development.Finally, this paper puts forward four suggestions on the construction of Shanghai Double Centers:(1) promoting synchronous development of financial industry and shipping industry;(2) strengthening regional service ability of IFC;(3) promoting shipping service function of ISC;(4) accelerating trade center construction. |
