Due to the current customs functions supporting the apparent lag, legal support is not perfect, not smooth link between competent authorities of functions, local protectionism under the system of utilitarianism and interference, leading to the customs management functions of boundary extension, displacement and false phenomenon. Non traditional functions extended trigger function boundary extension, the central and the local interests game, regional strategy, management reform trigger function boundary displacement, system, legislation and the combination part is not perfect cause functional boundary virtual. Admittedly, function boundary change is eternal, but also functions in boundary changes led to the customs function expansion, a series of problems such as offset and split is a fact, not the tube too much, the tube not to belong to the blank, even. Boundary changes basically can be positioned in the "historical, political, economic, legal, management" five dimensional space, in which the historical function base, political decision function orientation, rich economic functions, the legislation defining the range of functions, management and promote the function innovation, it is one has the process. The five dimension perspective, analysis of reasons for our weight, seeks the countermeasure to provide the basis for. The boundary changes for process control and optimization, avoid boundary extension, displacement and false negative effect, make the boundary changes always develop to benign direction, must be in five dimensions to undertake a breakthrough, to break the old pattern, building a new five dimensional space, in order to solve the boundary changes bring fundamental problems, and better to make customs the realization of the function to serve the current political economic and social development.
